Sponsored originally by Senator Malcolm Wallop and Congressman James Howard, the program operates through a unique public-private partnership, funded solely by private sector contributions under Public Law 96-114. Participants, eligible from age 13 1/2, engage in activities starting at 14 years old and must complete them by their 24th birthday to earn Bronze, Silver, and Gold Certificates and Medals.
